Trumbull County is home over 40 percent of all recreational massage parlors in the state of Ohio. These types of establishments have long been recognized as fronts for human trafficking, and over the course of a year, campaign leaders successfully advocated for local legislation in Warren and Niles, and the return of the Statewide Commission on Human Trafficking, and the establishment of a regional social services roundtable to address trafficking issues and victim support.

In March 2012, the core team voted unanimously to establish itself as the Northeastern Ohio Coalition on Rescue and Restore (NEOCORR), coordinating all trafficking work throughout the region.
